Judith E. Starkey
Founder
As founder , Judy launched Chamberlin Edmonds in 1986 after more than a decade of experience in health service management, medical cost control, and governmental systems including holding a position in the Social Security Administration. While employed by the government, she designed a management system that enabled states to comply with congressional and state regulations. Judy also designed and implemented an efficient new program which reduced the cost of administering the Social Security Disability Insurance Benefit Program by several million dollars.
A significant personal experience caused Judy to encounter the frustration of dealing with the complicated nature of the health care system and disability application processes. Her knowledge of the industry led her to the realization that there were millions of dollars in Medicaid and Social Security Income benefits available to the disabled population not being utilized. Many people were simply unaware of the benefits to which they were entitled, and they did not understand the application process required for obtaining these benefits. Motivated by this challenge, Judy established Chamberlin Edmonds & Associates, Inc. to assist the indigent uninsured population in obtaining healthcare and income support benefits.
Since its inception in 1986, Chamberlin Edmonds has grown to be a national market share leader in the provision of eligibility services. Chamberlin Edmonds serves over 200 hospitals in 26 states including numerous major public safety-net hospitals, teaching hospitals, and NCI designated cancer centers. Chamberlin Edmonds employs over 600 people who work on-site at hospitals or in one of 12 regional offices. Over the years, Chamberlin Edmonds has assisted over 700,000 patients in obtaining healthcare coverage. Hospitals have been able to recover hundreds of millions of dollars for services provided to patients who without the assistance of Chamberlin Edmonds would be uninsured. Chamberlin Edmonds is the preferred eligibility service provider for the University Hospital Consortium.
Chamberlin Edmonds enjoys a nationwide reputation as the highest quality provider of eligibility services. Their reputation attracts not only hospital but also the interest of major insurers, managed care organizations and governmental agencies. Chamberlin Edmonds is a privately held Delaware corporation.
Judy has received several honors including being a two time winner of “The Phoenix Award” by the City of Atlanta and being named by Catalyst and Business to Business magazines as a top Atlanta entrepreneur. She is an advanced member of HFMA, has delivered Congressional testimony and presents at national/state forums of healthcare professionals.
